PN 21-22 - 7 - External Works Framework

Description of the goods or services required

MHA Limited, through a competitive tender wishes to appoint a maximum of up to 6 (six) general building works contractors and 2 (two) iron work contractors to enter into a framework agreement. The works will consist of a range of external works and estate upgrade works for the supply, renewal, repair and removal of hard standings, dropped kerbs, garden and drive gates, all fencing types, boundary walls, ramps, steps, paths, tarmac areas, roads, car parking areas, kerbs and other works as described in the schedule of rates. The work will take place across various sites within MHA geographical areas.

The general building contractors will be required to fill out the attached schedule of rates (Appendix A) Lot 1, Scenario 1, 2 & 3 and fill out the quality questions section 8.0.

The iron works contractors will be required to fill out the attached schedule of rates (Appendix A) Lot 2 and fill out the quality questions section 8.0.

The framework shall be for an initial 2 year period with the option for a maximum of one (1) years extension up to [September 2024]

The award weighting criteria will be based on 70% cost and 30% quality following the pass fail requirements.

The rates for the winning General Building Contractors (up to 6) and the winning Iron Work Contractors (up to 2) will undergo a best value exercise. This will involve removing outlying rates that are deemed mistakes either too high or too low. Following this, the Median rates will be taken and used to create an MHA master schedule of rates to which all the contractors must agree to use to be awarded onto the framework. As such all contractors awarded onto the framework will be using the same set of rates.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Monmouthshire Housing Association is committed to contributing to the social, economic and environmental well-being of the residents of the Monmouthshire area and the wider community. Accordingly, while the following Community Benefit objectives will not be evaluated as part of the tender process the successful contractor will be expected to present a Community Benefit Proposal with their tender by submitting Appendix C - TRT and Community Benefits

If successful the winning bidder(s) will discuss the content of their Community Benefit Proposal and agree a plan for the delivery of the agreed Community Benefits which will become a condition of the contract.
