Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation

This is a direct award contract based on the fact that only CABI can currently conduct this work in the UK. It is the sole holder of several plant health quarantine licences required to undertake this research and to use and/or release the necessary control agents. CABI is in a unique position to source and import agents from their native range due to well-established relationships with respective national counterparts and a proven track record of exportation supported by the necessary permits. It is the only research team in the UK with experience and knowhow to use these control agents, including maintaining cultures and mass-rearing. CABI has the specialist laboratory and facilities required to undertake this research.

CABI is therefore currently unique in the UK in terms of its level of experience and reputation in weed biocontrol (with both arthropods and pathogens) and the necessary licensed facilities.

CABI has secured a European patent in the name of the Secretary of State for the development of a mycoherbicide to target Mycosphaerella leafspot (a leafspot fungal disease); and is currently currently pursuing North American patents.
