Abstract

Electronic Master Patient Index (“eMPI”) is a system to aid the identification of patients and minimise the number of duplicate health records held for each patient. It achieves this by collecting key data from NHS Wales’ clinical systems, including name, address, date of birth and sex, from across NHS Wales Health Boards. This then creates one “gold standard” patient identity record that is intended to best represent the individual. The eMPI is used by all of the national services delivered by Digital Health and Care Wales ("DHCW") and is one of, if not the, most operationally significant systems. CPV: 48613000, 48613000.

Explanation

The approach is to enter into a Support Agreement with IBM (given that the initial license is a perpetual license), underpinned by the same terms and conditions for an initial period of three (3) years, with the option to extend for a further two (2) years. This approach will provide DHCW with the ability to ensure continuity of service to a number of national systems with eMPI at their core. Only IBM can provide this support service given that the solution is a unique one given the level of bespoke/customisation and that the knowledge and expertise required to support NHS Wales’ solution can only be provided by IBM.
