Surrey County Council (SCC) is looking to commission its Independent Alternative Provision services and would like to hear from organisations who have experience in this area of provision. This is not an invitation to tender.
Following the Market Engagement Workshop in March 2023 and Market Engagement Event in June 2023, Surrey County Council warmly invites you to take part in our Market Engagement Event for potential and existing providers of Independent Alternative provision. This includes Non-Maintained Independent (NMI) provision who may wish to contribute to Surrey County Council’s Independent Alternative Provision (AP) community.
Independent Alternative Provision is provision largely for one-to-one support, children and young people who require specialist intervention (in many cases but not exclusively for their additional needs) which in many cases is delivered in the home or in the community with the support of / or at the request of families.
This may include:
• Tutoring (QTS qualified and non QTS qualified)
• Specialist teachers
• Services supporting education
• Community based service(s) (for example, equine care)
• Registered therapy (such as physiotherapy, speech & language or Occupational)
• Post-16 Support Services & pathways
The purpose of this event will be to:
- Summarise feedback received from Providers at the previous Market Events in March and June 2023
- Share a summary of proposed Service Specification for Independent Alternative provision in Surrey.
- Discuss the proposed pricing schedule model for admission to the DPS and gain feedback from the market
- Provide information on registering to the e-tendering system Proactis and share resources to support Providers with using the system; and
- Outline next steps in the procurement process and proposed timetable
Any interested organisation or consortium with the experience, capability and capacity to deliver Independent Alternative Provision services as laid out in this PIN notice may register for the Market Engagement Event. The Commissioning organisations welcome collaborations and partnerships organised within a lead provider model.
The detailed service requirements are still in development, and information gathered from this Market Event will inform the development of the tender pack.
Providers will also be invited to attend future Market Engagement Events for this opportunity.

II.2.4) Description of the procurement
Our context:
Surrey County Council is embarking on an ambitious programme of change in relation to children’s Independent Alternative Provision, as we look to work with our partners and providers to strengthen the provision we have available in Surrey, enabling better outcomes for children and young people. We are beginning to develop our future offer and we would like to invite potential and existing providers to play a key part in shaping this.
Ultimately, it is SCCs aim to ensure that every child and young person placed within Alternative Provision (if required):
• Develop the skills and confidence to return to and access mainstream education (if appropriate)
• Be safe and happy in any alternative provision(s) that they access
• Develop the skills and confidence to transition to adulthood, including work opportunities (apprenticeships, post-16 education)
• Has the option to access and contribute to local opportunities within their communities
Aligned to the SEND green paper, Independent AP should be seen as an important part of the overall education support offer for children and young people that require it.
The Specification will set out our intention to commission face-to-face and online services.

An expression of interest in this event will not automatically entitle involvement in any future procurement exercise. Any procurement conducted as a result of this event will be advertised separately and all organisations wanting to participate will need to respond to the advertisement as and when it is published. Providers who do not attend this Market Engagement Event will still be able to apply for the Procurement in the future. Please note that this Market Engagement event does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process.
