Procurement description

3.1 Abri are seeking the provision of suitably experienced and accredited contractor(s) to manage all aspects of waste collection and disposal from various sites across Abri’s current and growing geography. This is to include but not be limited to; provision of the waste receptacles, regular collections and transportation of the waste to recycling / disposal and reporting provisions.

The following waste streams are available under this Tender, each waste stream will form its own Lot will constitute individual contracts and include:

Lot 1 – General Waste Needs (Sub Lots Available)

Lot 2 – Green Waste (Sub Lots Available)

Lot 3 – Scrap Metal (Sub Lots Available)

Lot 4 – Ad-Hoc Skip Hire

Description

The intention is to appoint a Contractor to provide services that include:

A Skip Service across Abri’s area of operation ensuring all reporting is completed. The contractor will be expected to provide skips on an as needed bases, these skips may need to be of varying sizes and types. The scope of waste being collected can vary but will likely include and not be limited to the following:

Light mixed compactable waste, Mixed Wood Waste, Plasterboard waste, inert waste, metal waste, Hazardous waste station (septic etc), Builders waste, green waste, food/canteen waste.

Description of risks to contract performance

1. There may be a need to change, increase, decrease or add new geography locations as Abri continues to grow. We are unable to advise if any future growth will lead to a change in geography but require the ability to amend the current landscape and geography of our area of service need. For avoidance of doubt, this will not be geography outside of the UK but may extend beyond the UK Mainland. This includes an supply provision under the contract as well as any services. Abri will work with existing service providers to obtain best value for money in the addition / amendment of geography.

2. There may be a change to the treatment and management of waste types beyond the control of Abri such as legislation change. Due to the nature of the global sustainability mission of most governments and the political sensitivity around sustainability and “Net Zero” Abri needs to ensure that contracts resulting from this Invitation to Tender may be modified to ensure correct treatment of newly classified waste. Abri expects any contracted service provider to be able to assist and ensure compliance with any regulatory, legislative or best practice requirements

3. There may be a need to migrate contract service scope from one contract awarded under this Invitation to Tender into another for a short or long period in the event the Contracted service Provider can no longer provide the service. Abri expects all Contracted Service providers to ensure correct cover of service. However there may be events beyond the control of Abri which are Service Sector Specific. Due to the requirement to ensure service continues Abri may partially or fully migrate services for any length of period

4. The addition of up to four twelve month periods to ensure service continuity in the event of high business change or challenge. This includes: future unplanned merger(s), future unplanned rebranding(s), non-preventable organisational restructure(s), Legislative amendments affecting a suitable procedure to be undertaken, natural disaster effecting Abri, War time impacts effecting Abri, UK Wide Economical disaster
