Abstract

This Council Tax Focus Group tender covered the procurement and project management of a research project to explore and understand the impact of council tax on different population groups. The awarded research contractor will undertake a series of focus groups and interviews with individuals and community/umbrella organisations to provide insight into budget management, council tax support and lived experience with council tax, identifying both common barriers and examples of best practice, across the different groups. The different population groups will need to make up the sample include the following demographic groups: - Low-income households, including those on the edge of the income thresholds; - Black, Asian, and Minority Ethnic communities; and - Disabled people and households receiving disability benefits.

Description of the contract
