Abstract

This invitation to tender sets out the requirements for tender and the appointment of a conservation building contractor at Parc yr Esgob - Bishop’s Park, Old Bishop’s Palace, Abergwili, Carmarthenshire, SA31 2JG (NGR SN441209) for Building Conservation and Restoration and landscaping works and is prepared by the Tywi Gateway Trust (the Client) in association with Crafted Space and Geraint Roberts Associates Architects. The works in this contract all relate to the Old Bishop’s Palace Walled Kitchen Garden and ancillary buildings. The works will address the following:- i. Put in place and connect the walled garden with new electricity and mains water supplies ii. Conserve and repair the footings and walls of three 19th century glasshouses. iii. Put in place newly manufactured superstructures for the three glasshouses and construct cold frames. iv. Instal mains water and electrical connections to glasshouses and for lighting of access and paths across walled garden v. Complete the restoration of the 19th century gardener’s bothy which lies directly to the north of the walled garden. vi. Replace the modern door between the walled garden and the small garden to the north with a fittingly designed hardwood door. vii. Conserve and repair the 19th century dipping pond. viii. Construct the SUDS water drainage scheme. ix. Put in place rainwater harvesting as part of horticultural water supplies. x. Create pathways to provide improved access across the walled garden including access to the gardener’s bothy and adjacent store. xi. Build raised beds for educational use. Situated in the settlement of Abergwili, immediately to the east of Carmarthen, Parc yr Esgob - Bishop’s Park lies directly to the south of the A40 trunk road and comprises part of the original grounds of the Old Palace of the Bishops of St Davids. On the site of a college established by Bishop Beck in the 1280s the Bishop’s Palace was the episcopal residence from the 16th century through to its vacation by the Bishops in 1974. The Old Palace and the formal gardens were bought by Carmarthenshire County Council to house the County museum and the grounds were opened as a public park. Dating from at least the late 18th century the walled garden is listed grade II and forms part of the former grounds of the old palace of the Bishop's of St Davids - Cadw/ICOMOS Register of Landscapes, Parks and Gardens of Special Historic Interest in Wales (PGW (Dy)59(CAM). This work will be undertaken over a 13 month period as part of the Parc yr Esgob Walled Garden Project Delivery Phase funded by the National Lottery Heritage Fund. This project will restore and re-invigorate the walled garden, working with the local community to conserve and protect surviving historical features, and create a multi-functional space. It will enable a range of health and wellbeing, educational, training and community services to be delivered based around horticulture, food production, nature conservation, and events management. We will improve safe public access to all parts, restore the glasshouses to meet future needs, and enhance the robust functionality of different garden areas. Response to question regarding information on finished levels
The volume of material being removed within the pricing document is the equivalent of the compacted volume that is being returned i.e. ground levels stay almost the same - except for the locations where we have the ‘floating path’ construction which will be higher than the existing and we will be spreading soil each side.

SUDS drawings updates
In response to recent tender queries in connection with the SUDS design proposals, an updated plan drawing DC0061/01/01 Rev-D, together with a copy of updated drawing DC0061/01/0 Rev-C has been uploaded. With specific reference to questions received, we offer the following feedback –

1. Only the two drawings DC0061/01/01 and DC0061/01/04 apply for tendering purposes.
2. There are no specific details or requirements to add in respect of the ‘Rain Garden’ except to include for a 4000x3000 metre EDPM, 1.0mm thick pond liner that will be cut to suit the scrape indicated on the plan and section information already provided. The scrape will then be planted up by the Client Garden Team. A raised outlet detail, the same as the swale will be provided at the lower end of the scrape. Levels and details as otherwise indicated on the drawings.
3. The rainwater from GH1 returns through the garden wall, into the existing cistern. The outlet/overflow is to be extended from Gully S17 to Gully S18 as indicated on revised drawing DC0061/01/01 Rev-D (it was previously discharging as an inlet into a further swale which has now been omitted from the scheme). Include for core drilling a min. 125mm hole through the brick lining to the access chamber of the cistern as an inlet and to an agreed lower level in lining of the cistern as an outlet. Assume core drilling 1200mm at the inlet (due to the thickness of the existing wall to the garden) and 600mm to form the outlet. Please refer to the attached Cistern Information sheets, including a cross-sectional drawing from the Archaeological Evaluation undertaken in March 2017.
4. Yes, points S4, S5 and S6 simply indicate levels, or the position of gradient changes to the design of the swales.
5. Please note that the Pond inlet detail has been omitted from DC0061/01/0 Rev-C. A simple pipe inlet on a 500x500x50mm PC slab is to be provided at the 3No Swale and Rain Garden inlet points. The pipe is to be haunched and made good with a Gen1 concrete mix.
