This procurement is being run in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023 -Competitive Process. Peterborough City Council is commissioning an integrated all-age service covering treatment for drug and alcohol misuse covering all key substances as per the service specification and evolving trends in substance misuse. The treatment provider must work to help people make good progress towards their treatment goals and as measured by the National Treatment Progress Measure. As part of this the provider will agree and help deliver individual treatment goals to service users and provide structured treatment help users achieve these goals. The Provider will be required to deliver a service which empowers accessibility and has the flexibility to innovate services to address complexity and the changing landscape of substances and national trends. The provider may sub-contract some element of the service. The provider must work closely with a Look After Recovery Service (LERO), this is being commissioned separately.
The funding is structured into two parts PART A and B. Included in PART A, the Council is investing is own public health grant estimated to be £2. 406, 909 per year in years one to three. Alongside side this is additional grant funding received from other local and national funding sources know as PART B. This includes the Drug and Alcohol Treatment and Recovery Improvement Grant (Supplementary, Housing Support and Rough Sleeper elements), Hospital Liaison, Vulnerable Women’s, Probation, Office for Police and Crime Commissioner Family Safeguarding, Smoking Cessation and Regional Detoxification Placements. Some of the Part B elements are already confirmed and more detail is available in the Invitation to Tender Pack. Funding from other sources principally central government funding from the National Strategy from Harm to Hope is not guaranteed but will be invested subject to confirmation from central government later in the year. Bidders are asked to submit proposals on the anticipation this funding is provided but, on the understanding, this may be subject to change.. To be clear there is no commitment or guarantee by the Council of funding levels that fall within Part B.
