The requirement is for the provision and operation of an eBike hire scheme in Aberdeen with a start-off minimum fleet size of two hundred (200) electrically assisted pedal cycles (EAPC), (otherwise known as electric bike (eBike)) which must comply with the UK Government’s Standards and Legal requirements for EAPCs.

Minimum level(s) of standards required:

-Employers Liability Insurance to the value of not less than FIVE MILLION (5,000,000 GBP) POUNDS STERLING in respect of any one incident and unlimited as to numbers of claim.

-Public Liability (Third Party) Insurance to the value of not less than FIVE MILLION (5,000,000 GBP) POUNDS STERLING in respect of any one incident and unlimited as to numbers of claims.

-Product Liability Insurance to the value of not less than FIVE MILLION (5,000,000 GBP) POUNDS STERLING in the aggregate.

-On the Council's reasonable request, satisfactory evidence of the insurance policies, together with satisfactory evidence of payment of the premia in respect of each insurance shall be presented.

-The Council shall conduct a financial appraisal based on the most recent filed accounts/credit check and by considering financial ratios produced in this appraisal alongside the total value of the contract. This allows the Council to assess the financial stability to undertake the contract.

-Should the result not demonstrate appropriate financial standing and identify areas of concern or risk, further account related information may be requested for further assessment. The Council reserves the right not to award contracts beyond the demonstrated financial standing.

-The Authority will use an independent credit scoring organisation to conduct appropriate financial probity checks. You must score a risk rating of low risk in order to be considered for Contract award.

- Relevant Experience of at least two successfully completed projects involving the operation or management of a public or private bike hire scheme within the last seven (7) years.

- Operational Capability which evidences capacity to manage the scheme fleet

- Technical Infrastructure demonstrating ability to deploy and maintain the fleet

The Financial Contribution shall be disbursed in instalments aligned with achievement of the following key milestones:

-Milestone 1 – Contract Mobilisation (15%)

-Milestone 2 – Infrastructure Deployment (15%)

-Milestone 3 – System Readiness (10%)

-Milestone 4 – Scheme Launch (20%)

-Milestone 5 – Year One Operational Review (15%)

-Milestone 6 – Year Two Operational Review (15%)

-Milestone 7 – Year Three Operational Review (10%)
