The City of Edinburgh Council awarded a contract for a service to receipt, treat and compost garden waste at the Finance and resources Committee on 24th June 2025.
The proposal of a five year term call off from a Scotland Excel Framework which the Council is a member organisation, provides optimal operational certainty in service and price taking account of the whole life cost related to this service model.

Explanation
The award of contract is being made as a result of a call off from an existing Framework agreement. The Framework Agreement permits Direct Award call offs where whole life cost indicates the outcome provides best value. The maximum call off term is for individual Councils to determine.
