Aural Micro-suctioning service to provide ear wax removal locally, via an inter-practice referral, for more complex cases.
Aural Micro-suctioning uses direct microscopic vision with a small suction tube to remove cerumen, discharge and debris present in the ear canal. The delicate ear structures are seen throughout the procedure by the clinician, so this technique is associated with the least risk to the ears and hearing mechanism.

II.2.4) Description of the procurement
A recent procurement exercise was subject to challenge and subsequently reviewed by the Independent Patient Choice and Procurement Panel. The ICB has decided to complete an independent review of the previous procurement process ahead of finalising the procurement. An 8 month contract has been awarded to ensure continuity of service is maintained whilst this takes place.
For this reason, an urgent award has been made for a Community Aural Microsuction Service in South Norfolk area for 8 months from 03/05/2025 to 31/12/2025.
Chet Valley Medical Practice will receive approximately £68,117 for 8 months activity, based on an IAP of 81.1% being applied, calculated on last year's activity/cost.

The procurement falls outside the scope of application of the Directive
Explanation
This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR) Health Care Services Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2024 do not apply to this award.
Regulation 14 has been applied in this case as a recent procurement exercise has been subject to challenge and subsequent review by the Independent Patient Choice and Procurement Panel. The ICB will also be completing an independent review of the previous procurement process ahead of finalising the procurement. This 8-month award will ensure continuity of service is maintained whilst this takes place.
This decision provides transparency, fairness and acts in the best interest of patients and taxpayers and the decision was made by the Norfolk & Waveney ICB Executive Management Team (EMT) members on 9th June 2025 and approved by the ICB Director of Finance on 26th June 2025.
