Abstract

The purpose of the event is for the County Council to gauge interest and get an understanding of what could be included in a specification for a contract focussing on climate engagement for young people. You should attend this meeting if you would like to feed in to how young people are engaged on climate action and if you have an interest in any future tenders that Gloucestershire County Council will release on this topic. We are interested in ideas for 11-25 year olds (this could include a subsection of this age range- it does not need to cover the whole age range) but would also consider ideas for younger age groups.A budget is being approved and will be available over the financial years 2026-27 & 2027-28.If awarded the contract will run over 2 years with an option to extend by 1 year, giving a total contract length of 3 years, including the extension option. The appointed supplier/suppliers could do the following, with SMART (specific, measurable, achievable, relevant & timed) targets wherever feasible:• Engage young people across Gloucestershire with climate action (focussing on in person events and activities).• Deliver behavioural change programmes for young people in various settings with measurable outcomes. This can include the development and design of programmes for multigenerational audiences.• Liaise with councillors and the county council to involve and support young people to be involved in council activities and to empower young people to deliver climate action i.e. young people can design programmes for any age group.• Deliver activities that can measurably reduce carbon emissions.• Explore ways to support young people into green careers.• Record KPIs (Key performance Indicators) that could include the number of young people engaged, surveys of young peoples opinions, the number of institutions engaged, events held, carbon savings through actions undertaken, pledges and intentions set by young people, number of hours worked with young people etc.Full details of supplier responsibilities will be published in the specification when the tender is published and will not be limited to these items. This market engagement is to gather information on:• What could be achieved with various budget allocations (how much delivery of specific activities would cost).• What similar initiatives are being run to engage young people.• What similar initiatives are being run to engage people in climate action. The event offers a chance for suppliers to ask questions. As part of pre-market engagement GCC are required to share all questions and answers with all suppliers and will publish questions and answers given as part of the pre-market engagement to anyone who attends this meeting and as part of the tender when it is advertised. The event will be held on Thursday the 7th of August at 2pm.Parties who cannot attend the event can also complete a supplier survey by 12pm 15th August 2025. • Liaise with councillors and the county council to involve and support young people to be involved in council activities and to empower young people to deliver climate action i.e. young people can design programmes for any age group.

• Deliver activities that can measurably reduce carbon emissions.

• Explore ways to support young people into green careers.

• Record KPIs (Key performance Indicators) that could include the number of young people engaged, surveys of young peoples opinions, the number of institutions engaged, events held, carbon savings through actions undertaken, pledges and intentions set by young people, number of hours worked with young people etc.
