***THIS NOTICE IS FOR A MARKET ENGAGEMENT EVENT ONLY*** <br/>NHS Arden and Greater East Midlands Commissioning Support Unit on behalf of Birmingham Women and Children's NHS Foundation Trust, as Lead Provider of the West Midlands CAMHS Provider Collaborative (https://toucanwestmids.nhs.uk/), are seeking expressions of interest from suitably qualified and experienced providers for the provision of Eating Disorder Services; Day Care Services and Intensive Support at Home Services.<br/><br/>Contract Length is expected to be a maximum of 16 months, in line with the Lead Provider contract commissioned by NHSE. The contract length advertised is aligned to the Provider Collaborative’s current contract with NHSE. All current WMCPC sub-contracts run until March 2027, in line with the NHS Head Contract. After this time, the subsequent contract that NHSE then issues to the Lead Provider can then be reflected in all sub-contracts, including this one. A compliant procurement process will be undertaken to renew the contract.<br/><br/>The service(s) must be located within the geography of the West Midlands.<br/><br/>Further details are provided in II.2.4 below.<br/><br/>The Commissioner intends to hold an open forum market engagement event via MS Teams on 24th July 2025 at 13:00 to 14:30, with a follow up 30 minute 1:1 sessions being held on <br/>29th July between 09:00 – 16:00 and 31st July between 09:00 – 16:00. You will only be invited to a 1:1 session if you have attended the open forum event, to ensure all attendees have access to the same information. Sessions will be scheduled on a first come first serve basis. Interested parties should express an interest in attending by completing a short questionnaire which can be found on the Atamis Health Family portal (https://atamis-1928.my.site.com/s/Welcome and search for project C374172. II.2.4) Description of the procurement
The WMCPC intends to commission two provisions:<br/>Lot 1: Eating Disorder Day Care Services for children and young people within the West Midlands (aged 13-18).<br/><br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services. <br/>The Day Care Service will be located in the Coventry and Warwickshire area due to the greater number of Tier 4 eating disorder presentations and referrals from this area but should be accessible to young people from all neighbouring ICB localities within this geographical area. <br/><br/>The service aims are to:<br/>• Provide specialist eating disorder interventions on a day care basis as an alternative, sustainable model to inpatient care.<br/>• Provide step up from community services with or without intensive support at home. <br/>• Provide an alternative, sustainable model to inpatient care for young people with eating disorders. <br/>• Reduce inpatient admissions to a Specialist Eating Disorder Units (SEDU) <br/>• Reduce lengths of stay for those already admitted. <br/>• Support young people to receive timely and effective care in the least restrictive environment. <br/>• Provide a treatment option that is a clinically appropriate alternative to an inpatient admission who require a more structured approach to interventions than the community offer provides. <br/>• Enable treatment maintaining the stability of the young person’s home, social and educational environment. <br/>• Provide a range of evidence-based therapeutic interventions to support the young person’s recovery with specific psychological therapies. <br/>• Deliver daycare program which meets the specific therapeutic needs of patients. <br/>• Provide a family-centered approach to equip parents with the necessary skills and understanding of the young person’s diagnosis to enable them to support effectively in the home environment <br/>• Meet NICE Guideline (NG69) compliance, which recommends most people with eating disorders are treated on an outpatient basis with evidence-based 2 therapies such as Eating Disorder Focused Cognitive Behavioural Therapy (CBT-ED).<br/><br/>The proposed service model should cover the following minimum requirements:<br/>• Service model should focus on highly structured programme of day care provision, with a range of evidence based therapeutic treatment approaches, supplemented with educational support to maintain a structured environment for the young person<br/>• Interventions should be tailored to meet young person’s needs at time of assessment as well as support to family/carer.<br/>• Service should be committed to principles of least restrictive practice<br/>• Service should have capacity to provide day service places up to 6 young people at any one time<br/><br/>The contract value (per annum) is £939,512 <br/><br/>This is a new service model for Children and Young People’s Intensive Mental Health Services (CYPIMHS), as such, the successful Provider is expected to be fully operational, providing services from 1st April 2026.<br/><br/>The Contracting Authority will be using an eTendering system for this exercise.

Lot 2: Eating Disorder Intensive Home Support provision for children and young people within the West Midlands (aged 13-18) who require intensive mental health treatment to support discharge and step down from hospital.<br/><br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services.<br/><br/>The service aims are to:<br/>• Provide time-limited intensive person-centered intervention within the young person’s home environment to avoid unnecessary admission <br/>• Support timely discharge from acute paediatric wards and offer intensive support as an alternative to continued inpatient treatment. <br/>• Support young people to receive timely and effective care in the least restrictive environment. <br/>• To provide a range of therapeutic interventions to support children/young people’s recovery. <br/>• To provide information to the young person and their families and provide interventions that are tailored to their age and level of development. <br/>• Be NICE Guideline (NG69) compliant, which recommends most people with eating disorders are treated on an outpatient basis with evidence-2 based therapies such as Eating Disorder Focused Cognitive Behavioural Therapy (CBT-ED) and family-based treatment.<br/><br/>The proposed service model should cover the following minimum requirements:<br/>• Service should focus on intensive support within the young person’s home environment, with a range of therapeutic, evidence based treatment approaches deployed<br/>• Interventions should be tailored to meet individual young person’s and their family’s needs at time of assessment<br/>• Service should be operational seven days per week and provide support as appropriate into the young person’s home and/or school setting, with the accepted young people having intervention(s) up to four times daily (as determined appropriate at time of assessment and formulated within their care plan<br/>• Most interventions from the ED-ISH should aim for around 14 weeks of input, though length of time input required should be based on clinical need<br/>• The ED-ISH should provide a highly structured programme of intensive support that combines education, therapy and support with meal times and meal planning.<br/>• ED-ISH should also consider support to parents/carers and families of the young person, which may be undertaken separately to the intervention with the young person.<br/>• The service should have capacity to provide intensive input up to four times daily for at least 14 weeks to between 3 and 5 young people at one time.<br/><br/>The contract value (per annum) is £837,497 for activity across all Lot 2.<br/><br/>The estimated contract value per annum has been calculated based on the model staffing requirements in the service specification to deliver circa 3,840 contacts per annum. We expect providers to tailor their workforce model and costs relative to the number of contacts they expect to deliver. <br/><br/>This is a new service model for Children and Young People’s Intensive Mental Health Services (CYPIMHS), as such, the successful Provider is expected to be fully operational, providing services from 1st April 2026.<br/><br/>The Contracting Authority will be using an eTendering system for this exercise.
