Abstract

Luton currently has approximately 130 pupils awaiting allocation of an EP for an EHCNA. This equates to a wait of approximately 20 weeks. Consequently, Luton Council’s key performance indicators are decreasing and the needs of children and young people are not being identified or met in a timely manner.

We are seeking to create an approved provider’s list of associate EPs. These are EPs who work privately in the local area, and are known to us. By are seeking to set up an approved provider’s list (APL), as we can no longer procure these services through exemptions. This would be through a fixed fee of £1100 per assessment, subject to annual market benchmarking. This will be made clear in the terms and conditions of the contract including how we ensure equitable access to the work.
