II.2.4) Description of the procurement

The Public Health Medicine Optimisation and Advisory Service (PHMOAS - the Services ) will provide up to date medicines advice and guidance to the Council , to ensure the safe and effective use of medicines across our services, and to support delivery of our statutory responsibilities. Through the provision of pharmaceutical advice from a NHS Band 8b pharmacist, and supporting workforce to maintain the provision of a prescribing dashboard.

The contract will be in place between 01/07/2026 to 30/06/2027 for a period of 12 months.

This notice is confirmation of an award having been made using the Provider Selection Regime Urgent Award Process.

IV.1) Description

IV.1.1) Type of procedure

Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive

Explanation

Termination of the existing Public Health Medicines Service contract is required due to significant and unforeseen structural changes, resulting in the imminent loss of service provision by the supplier.

The loss of pharmaceutical expertise presents a risk to continuity, legality, and patient safety, and continued reliance on the current provider is therefore not viable or proportionate and a Direct Award is essential to maintain continuity of service. Sufficient time was not available for alternative arrangements via competition. The urgent Direct Award is for a short time period, until new arrangements are put in to place.

This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. Termination of the existing Public Health Medicines Service contract is required due to significant and unforeseen structural change, resulting in the imminent loss of service provision by the supplier.
