The decision was made by the Chief Executive under emergency powers on behalf of the Joint Commissioning Executive Group in line with the ICB's Scheme of Reservation and Delegation. There were no declared conflicts or potential conflicts of interest to manage,
The relative importance of the key criteria was weighted as equal. The contracting arrangements are not changing considerably and the existing provider is performing the contract to a sufficient standard taking into account the key criteria
