Abstract

Social Care Wales (SCW) is seeking to appoint a suitably qualified and experienced independent supplier to undertake a review of Fitness to Practise (FtP) case closures. The review will provide independent assurance on the quality, consistency, transparency and proportionality of case closure decisions, supporting SCW's commitment to continuous improvement, effective governance and public confidence in its regulatory processes. The successful supplier will review a sample of FtP cases closed through officer disposal routes, including: -10% sample of 231 cases closed with No Further Action -20% sample of 98 cases closed with Officer Warnings -100% review of 4 Removal by Agreement cases The review will assess decision-making against key criteria including timeliness, risk assessment and management, communication quality, evidence-based rationale for closure, compliance with SCW's FtP Rules and principles, and alignment with recognised regulatory best practice, including the Professional Standards Authority's right-touch regulation principles. The contract will require the supplier to apply a structured and auditable review methodology, maintain independence and objectivity, and produce a bilingual final report (Welsh and English) containing findings, recommendations and benchmarking insights. A presentation of findings to key stakeholders may also be required. Suppliers must demonstrate experience in regulatory, fitness to practise, audit, assurance or case review work, together with robust information governance arrangements, GDPR compliance and Cyber Essentials Plus certification. Services must be capable of being delivered in accordance with Welsh language and accessibility requirements. The outcome of the review will help strengthen SCW's internal quality assurance arrangements, identify areas for improvement, and ensure that case closure decisions continue to be fair, proportionate, consistent and focused on protecting the public.

We will be holding a preliminary market engagement session via MS Teams on:

13:00, Monday, 13 July 2026

The session will be hosted by project leads Louise Williams (Fitness to Practise Manager), Lowri Jones (Project Manager) and a member of the Procurement team.

The session will begin by outlining the requirements, following which there will be an opportunity for questions and answers.

The session will be recorded and uploaded against this notice on Sell2Wales.

Following the sessions the Sell2Wales question and answer portal will be live for a following 1 working day up until 17:00, Tuesday 14 July 2026.
