Abstract

Independent Living Services (ILS) (disabled facilities service / DFS) are a division of the Council responsible for the provision of adaptations in domestic properties. Assistance is made available to individuals regardless of tenure. Assistance may be made available where the applicant is able to prove to the Council that they meet the prevailing criteria, the funds may be used towards the purchase and installation of specialist equipment; the provision of adaptations and works that prevent slips, trips and falls in and around the home.

The work will primarily involve the adaptation and modification of domestic properties as a result of the approval of mandatory Disabled Facilities Assistance or any Discretionary Assistance awarded to the individual. To support this, ILS operate an "Agency Service" that provides a professional, technical and administrative service to the applicants (service users).

Put simply, the Council provides a service whereby the service users can appoint the Council to administer the application for assistance on their behalf. The Agency works closely with health professionals such as the Community Occupational Therapy Service to ensure that the service users' identified needs are fully met.

The Contractor shall provide and meet the expenses of all materials and labour whatsoever for the due and proper execution of the Works described (or referred to in the Contract Documents).

Dwellings will vary in age and condition, and access to and within the site will vary from property to property. Therefore, the Contractor must make due allowance for these considerations.

The Council is seeking to appoint a up to four (4) Contractors to this framework agreement, and the total estimated annual value is £3m plus VAT. It should be noted that the estimated value is indicative only and may change dependant on demand and budget.
