Provision of insourced symptomatic breast one stop diagnostic services delivered on Trust premises. The service will support breast cancer pathways through consultant led clinics, including diagnostic mammography, ultrasound and biopsy where clinically
indicated, together with completion of all associated clinical documentation and reporting, in line with Trust policies and national standards.
Contract period:
The services are due to commence as a matter of urgency and will continue until completion of the required activity or exhaustion of available funding. The arrangement may be extended, subject to funding availability and satisfactory performance, with the total duration not exceeding 18 months.

II.2.4) Description of the procurement
The Authority intends to award a contract under the Competitive Process of the Health Care Services (Provider Selection Regime) Regulations 2023.
The contract is for the provision of insourced symptomatic breast one-stop diagnostic clinic capacity delivered on Trust premises. The service includes:
Consultant-led breast assessment clinics;
Diagnostic mammography;
Breast ultrasound;
Breast biopsy where clinically indicated;
Same-day clinical documentation and outcome recording;
Integration with existing Trust breast cancer pathways; and
Appropriate onward referral and multidisciplinary team (MDT) processes.
This is a new temporary insourced service requirement intended to support waiting list recovery and breast cancer pathway performance.
The provider selected is Your Medical Services Ltd (YMS).
The contract will commence following completion of the Provider Selection Regime standstill period and contract award. The initial contract term is linked to the availability of approved funding and will continue until the funded activity has been exhausted. The Authority reserves the right to extend the contract for a period of up to 18 months from commencement should additional funding, activity requirements and relevant approvals become available.
The estimated lifetime value of the contract is £98,000 excluding VAT. This value represents the Authority's current estimate of expenditure and may vary depending on activity levels and available funding.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.
The standstill period begins on the day after the publication of this notice.

Decision Makers
The contract award decision was made following evaluation by an appropriately constituted evaluation panel, moderation process and approval in accordance with Gateshead Health NHS Foundation Trust governance arrangements.
The decision makers were:

Potential Conflicts of interest identified among the evaluation panel: 1.
The evaluator with the potential conflict of interest was removed from the process.
The Authority was satisfied that the conflict was appropriately managed and did not compromise the integrity of the procurement.
Relative Importance of the Key Criteria
The Authority determined that Quality & Innovation (40%) should carry the highest weighting due to the critical importance of safe, effective and clinically governed delivery of symptomatic breast one-stop diagnostic services.
Value (30%) reflected the requirement to ensure efficient use of NHS resources whilst maintaining service quality and delivering demonstrable value for money.
Access & Inequalities (15%) reflected the importance of equitable access to cancer diagnostic services and compliance with NHS objectives relating to reducing health inequalities.
Integration & Sustainability (10%) reflected the need for the service to operate as an extension of existing Trust pathways, governance arrangements and operational systems.
Social Value (5%) reflected the Authority's objective of securing wider benefits for it's service users and wider community beyond the core service requirement.
Rationale for Selection of Provider
A total of fourteen bids were received and evaluated against the published award criteria.
Following evaluation and moderation, Your Medical Services Ltd (YMS) achieved the highest overall moderated score of 98.75 out of 100 and was therefore identified as the preferred provider.
The successful provider demonstrated:
• Comprehensive breast specialist experience and delivery of established breast one-stop services.
• Strong clinical governance and workforce resilience arrangements.
• A highly developed and evidenced value proposition.
• Extensive experience integrating services within NHS pathways.
• A comprehensive approach to access, equality and reducing barriers to care.
• Credible social value commitments linked to elective recovery and pathway performance.
The Authority concluded that Your Medical Services Ltd provided the highest level of assurance against the published evaluation criteria and represented the provider best able to deliver safe, effective, sustainable and high-quality symptomatic breast one-stop diagnostic services for Gateshead Health NHS Foundation Trust.
