Explanation
The contract is being awarded directly through the Guinness Partnership Framework (Lot 1) because Lumensol Limited is the highest-ranked supplier on the framework, making a direct award permissible under the framework rules. The award also ensures continuity of existing consultancy services, provides an urgent response to critical housing service and leadership pressures, and enables the Council to mobilise specialist support quickly while achieving value for money.
