Monmouthshire Housing Association is undertaking preliminary market engagement in relation to a proposed development opportunity at Phase B, Rockfield Farm, Undy, Monmouthshire.
Rockfield Farm is a strategic allocation in the Monmouthshire Local Development Plan for a mixed use employment/ residential scheme to include around 270 residential dwellings and 2 hectares of employment land.
Outline planning permission for residential (up to 266 units) and employment approved in March 2018 (Ref:2016/00883).
Approval of Reserved Matters application for Phase 2 (B & C2) received on 21 December 2022 (Ref:2021/00357). All conditions have been discharged, with the exception of the Construction Management Plan.
Phase B is the last residential development parcel at Rockfield Farm. Phases A and D (144 units) have been delivered by Bellway and Phase C2 (32 affordable units; 13 S106) has been recently completed by Monmouthshire Housing Association (MHA).
Phase B has planning permission to deliver 88 houses. The current planning position includes an obligation to deliver 13 affordable housing units. MHA is expected to be the Registered Social Landlord recipient of those units. In addition, MHA wishes to explore whether the development opportunity can secure a minimum of 7 further affordable housing units as additionality, subject to commercial viability, tenure mix, funding, programme and contractual structure. The balance of 68 units will be available for private tenure. Market feedback is sought on the deliverability of that requirement and the impact it may have on land value, phasing, funding and risk allocation.
The proposed opportunity may involve the disposal of land and/or entry into a development agreement requiring the successful developer to deliver a residential development and MHA’s stated affordable housing and additionality requirements.
MHA is currently considering the most appropriate structure for the opportunity and the feedback received through this engagement may inform the final commercial, contractual and procurement approach.
Please note that the estimated value stated in this notice is indicative only and has been included for the purposes of preliminary market engagement. The value below is based on estimated capital receipt. MHA is currently considering the appropriate basis for valuing the opportunity, including the estimated value of any works, land transaction, affordable housing acquisition, development obligations and/or whole life contractual commitments. The estimated value may be refined before publication of any tender notice.
Any estimated contract dates are indicative only and will be reviewed following preliminary market engagement. The final duration will depend on the commercial and legal structure adopted, including any land transfer, development obligations, phasing, affordable housing delivery obligations, longstop dates, overage, monitoring obligations and post-completion covenants.

General Information
Monmouthshire Housing Association is undertaking preliminary market engagement in relation to a proposed development opportunity at Phase B, Rockfield Farm, Undy, Monmouthshire. The proposed opportunity may involve the disposal of land and/or entry into a development agreement requiring the successful developer to deliver residential development either in accordance with the existing planning position and MHA’s stated affordable housing and additionality requirements, or in accordance with a revised planning permission.
Prior to tender, MHA wishes to engage with suitable suppliers to gain feedback on the following matters:
• Extant planning consent / Masterplan– are there any constraints in the current consent, reserved matters, conditions or technical pack that would affect deliverability cost or programme? What tenure mix and transfer structure would be most deliverable?
• Land value – how would additional affordable housing obligations affect land value and risk pricing?
• Programme – what is a realistic procurement, planning/technical, start-on-site and completion programme?
• Additionality – what is the markets view on the deliverability of 13 s106 units plus at least 7 additional affordable units?
• Commercial and contractual arrangements – how should the opportunity be structured – as a land sale with obligations, development agreement, conditional contract, building lease or another model? Which risks should sit with MHA, the developer or be shared. Are there any terms that would materially reduce market interest?
• Procurement process – is a two stage competitive flexible procedure with dialogue appropriate? What information would bidders need at various stages to submit robust proposals?
• Payment terms – what would be the most desirable payment terms to deliver the optimum outcome for MHA?
Suppliers will be provided with the following information on the proposals to inform their feedback:
• Draft sales brochure to include site context, planning and technical status, desired outcomes/ draft commercial proposals.
Suppliers are asked to register their interest in this opportunity by email to caroline.jones@savills.com. Following registration Suppliers will be sent the information pack via email.
Requests for written responses to the market engagement. Suppliers will be asked to respond in writing to the Suppliers questionnaire in order to gain feedback on the marketability of the current proposals. The questionnaire will be made available following registration. The questionnaire will likely include questions on the topics mentioned above and feedback may be used to shape the selection process and/or commercial proposals.
Any feedback or information shared may be used to inform the final process and/or commercial proposals. Any information which the Monmouthshire Housing Association deems relevant to all potential suppliers may be shared with other potential suppliers.
Suppliers should clearly identify any information provided during the engagement that they consider to be commercially confidential, together with the reasons for that view. MHA will take reasonable steps to protect genuinely confidential information, but suppliers should note that MHA may be required to disclose information where necessary to comply with procurement law, freedom of information, transparency obligations, audit requirements or other legal duties.
MHA will conduct this preliminary market engagement in a manner intended to preserve equal treatment, transparency and fair competition. Participation in this engagement is voluntary. Participation, non-participation or the extent of participation will not advantage or disadvantage any supplier in any subsequent procurement process. MHA may use feedback received to inform the final procurement strategy, specification, commercial model, contract terms and evaluation approach. Any information arising from the engagement which MHA considers relevant to the market generally may be shared with all suppliers as part of any subsequent procurement process, subject to appropriate protection of genuinely confidential information.
This notice is not a call for competition and does not commit MHA to commence a procurement process, enter into any contract or adopt any particular commercial or legal structure. MHA reserves the right to amend, suspend or discontinue the proposed process at any time. Suppliers participate in any preliminary market engagement at their own cost and MHA will not be liable for any costs, expenses or losses incurred by suppliers in connection with this engagement.
