Abstract

1. INTRODUCTION

Neath Port Talbot County Borough Council (the “Council”) is seeking to appoint the services of a contractor, to deliver a green roof shelter structure as part of its ‘Local Places for Nature’ funded projects.

The project is looking at new ways of turning ‘grey to green’ by using nature as a way to combat the effect of climate change; help us deal more effectively with issues relating to noise and air pollution, and nature emergency.

The project will use the best practices obtained through similar projects throughout the county borough.

2. BACKGROUND INFORMATION

The existing shelter located at Margam Country Park is need of replacement, and will be replaced with a new green roof shelter to enhance the biodiversity in this hand feeding area for livestock. The project will be managed by Neath Port Talbot County Borough Council, led by the Countryside and Wildlife Team Biodiversity Officers.

The existing structure is approximately 8m Long by 4.5m Wide, and 2.5M tall. It is Enclosed on three sides, has multiple signage posters and 3 wash basins on the inside. The back wall is used as a fence for an existing paddock for livestock.

2.1 LOCATION

The project is located at the hand feeding station with Margam Country Park, Port Talbot SA13 2TJ.

2.2 PROJECT TIMESCALE

The Council are looking for a suitable contractor to complete the works, as detailed below, within an anticipated timescale of completion no later than Jan 2027. Works is to start September 2026 for design and then construction, with planting to occur Nov-Dec.

3. CONTRACT REQUIREMENTS

This entails the construction of a metal or timber shelter able to support a wildflower (Biodiverse) green roof, including the necessary ground preparation works and concrete pad. The structure must adhere to all building standards and utilise the specifications within the GRO code. (GRO-Code-2021-Anniversary-Edition.pdf).

The project shall include the removal, relocation and reinstallation of the existing handwashing facilities. All works shall be carried out in accordance with the Construction (Design and Management) Regulations 2015, all relevant British Standards, fire safety requirements including BS EN 13501-1, and applicable health and safety legislation.

Accessible handwashing facilities shall be provided in accordance with Part M of the Building Regulations (Wales) and Approved Document M. At least one wash-hand basin shall have a maximum rim height of 850 mm, provide clear knee space beneath, be fitted with easy-use taps, and have sufficient clear floor space to enable use by wheelchair users.

The contractor shall ensure that access to the handwashing facilities complies with the requirements of the Equality Act 2010 and relevant accessibility standards. Where necessary to provide an accessible route and meet duties relating to reasonable adjustments, the contractor shall design, supply and install a suitable access ramp, including any required handrails, landings and associated works, to ensure safe and inclusive access for wheelchair users and persons with limited mobility.

All accessibility provisions shall meet the duties for reasonable adjustment under the Equality Act 2010.

The project aims to expand on existing good practice within the county, supports local flora and fauna; contributes positively to the removal of air pollution; and improves the overall look and feel around the feeding station area of Margam Country Park.

The contractor will be required to complete the works following the elements described below:

1. The constructor will remove the existing shelter, the existing washing facilities are to be repurposed where possible. [RR1.1]

2. A flat concrete pad will need to be installed as a base for the green roof structure.

3. Removal of a livestock fence is also required as this backs onto the structure, and will need to be replaced. ( Approximately 8m livestock fencing. This is to be confirmed with the Margam Park Team)

4. Working closely with the Biodiversity team and using the GRO code, the contractor will construct and install a green roof shelter, enclosed on the back and one side. Plant selection is required to be pre-agreed with Biodiversity teams. Including habitat sites such as wood mounds/rockeries, areas for water.

5. Working closely with the council, the contractor will be required to comply with any relevant CDM Regulations and consider the required need for future inspection and maintenance of the structure.

6. The contractor will be required to ensure that the shelter is watertight and able to support the saturated weight of a green roof.

7. To ensure the success and longevity of this project, the contractor will need to include a maintenance programme (inclusive of plant replacement and watering) for the first 12 months following installation.

8. Design and installation of new bilingual signage within the structure (How to wash hands, Safety for pregnant women around sheep, handwashing after handling animals sign)

Knowledge and/or experience in Green Infrastructure and the delivery of a similar project/s is essential.

4. DELIVERABLES

The contractor will be expected to provide:

1. Removal of existing shelter, whilst keeping the existing washing facilities for reinstallation later.

2. Installation of a temporary handwash station during construction

3. Install new livestock fence.

4. Install a foundation for the green roof shelter.

5. Construct a green roof shelter including native and local providence wildflower planting. All features to include the provision and planting of plants.

6. Reinstall washing facilities/access in line with Equality’s Act 2010 and Building regulations.

7. Evidence that CDM Regulations, building standards, fire regulations and relevant legislation in relation to the nature of the structure have been followed

8. Create and install new signage to replace the old hand washing signage

9. A 12-month maintenance programme post-installation, to ensure the successful establishment of the plants as well as making sure the installed structure is watertight, safe and fully functioning

10. Completion of the works anticipated to take place before or on 1st Jan 2027 with a defect correction period of 12 months post completion.
