The Framework may be accessed by the London Legacy Development Corporation (LLDC) Group and any other contracting authority within the Greater London Authority (GLA) Group, including Mayoral Development Corporations, functional bodies, subsidiaries, joint ventures, East Bank Partners, QEOP Park Partners and MDC's local Boroughs, where such use supports related activities associated with QEOP or wider GLA programmes.

Framework operation description

The Framework will operate as a multi supplier open framework for an overall period of eight years. New suppliers may be appointed when the Framework is reopened at the intervals specified in the procurement documents.

Call off contracts will either be awarded without further competition or competition through the mechanisms established in the Framework Agreement.

Prices will be determined by reference to the role based rate cards and other pricing information submitted at Framework award. At call off stage, the authority may agree a fixed price, capped price, time and materials price, outcome based price or blended pricing model, calculated using the tendered rates, agreed resource plan and the specific requirements of the assignment.

Full details of the supplier selection mechanism, pricing rules, call off documentation, governance requirements and the operation of the open framework will be set out in the Invitation to Tender and Framework Agreement.

Suppliers appointed to this lot will design, coordinate and deliver education-focused programmes and interventions that advance inclusive growth priorities. Delivery will support school-aged children and young people to access inspiring, accessible and high-quality learning experiences linked to East Bank, the Park and wider partner ecosystems. Providers should evidence experience working with diverse young people and building meaningful partnerships with educational and cultural institutions and employers.
