Abstract

NRW is seeking a framework agreement for the provision of First Aid training services across Wales. A framework is required to deliver the first Aid requirements of NRW to ensure staff are confident and competent to carry out daily activities, we have approx.1193 staff across Wales, that require training for their role that are at various points of their accreditations. The framework will cover the following courses:- First aid at work- First aid at work requalification- Emergency First aid- Emergency First aid + ForestryThe NRW staff requiring training are majority field based, working in a range of environments from forestry, marine and industrial sites therefore we need to ensure that the training is provided or delivered in local locations to help reduce travel in line with our committed to cutting carbon emissions. Where possible we will use NRW offices to host closed NRW courses however having access to public courses for locations where numbers are limited is a requirement.The anticipated duration of the framework agreement will be 4 Years (2 year initial period, with the option to extend by 12 months for a further 2 years giving a maximum total duration of four years).The framework agreement will be divided into 2 lots as set out below. Framework Agreement– call-off contract awarding mechanism

• Call-offs will be conducted in accordance with NRW's Procurement Instructions, including the Rules for Procurement in Call-Offs, as appropriate to the estimated value of the requirement.

• Call-offs will initially be offered to the first-ranked supplier on the applicable Lot. Where the first-ranked supplier is unable or unwilling to meet the requirement, including the required timescales, capacity, or specification, NRW may offer the requirement to the other Lot supplier. Where neither appointed supplier is able to meet the requirement, NRW reserves the right to procure the requirement from an external supplier.

• All commitments for work to be performed and invoiced under the Framework Agreement will be made by NRW through the issue of a Purchase Order.

• To ensure NRW complies with the Welsh Language Standards, NRW must be able to offer First Aid training through the medium of Welsh. If NRW receives a request for training to be delivered in Welsh and no supplier appointed under the Framework Agreement is able to provide this service, NRW reserves the right to procure the requirement outside the Framework Agreement from a supplier capable of delivering the service in Welsh.
