Award criteria
Weighting description
BDLD have adopted a PASS/FAIL methodology. Each question within the PSQ relates to minimum mandatory requirements and conditions of participation. The purpose of the assessment is to establish whether suppliers meet a defined threshold aligned to Section 22 of the Procurement Act 2023 and associated guidance on conditions of participation.
A response will achieve a PASS only where the evaluation panel is satisfied that the bidder has met the minimum requirement in full. Where the bidder fails to meet the minimum requirement, or where sufficient supporting evidence has not been provided, the response will be scored as FAIL.
