II.2.4) Description of the procurement
The Scottish Government is seeking a service provider to undertake the financial administration and management of a number of its heat and energy efficiency loan and grant schemes from April 2028.
The service provider will assume the management and administration a portfolio of grant and loan schemes which currently includes 4 schemes open to new applications and a number of closed schemes with an outstanding loan book to be repaid the service provider will have to deliver the following across those individual schemes:
- Application processing and decision making, in line with terms and conditions set
- Administration of loan and grant payments
- Debt recovery
- Records management
- Liaison with advice partners to maintain an effective and efficient customer journey
II.2.14) Additional information
At the time of publication of the PIN the contract will be for 48 months with 2 x 12 months optional extensions to be invoked at Scottish Ministers discretion. However, this may be subject to change at the time of issuing the contract notice.
This is a demand led service and the value is calculated on maximum potential volumes of grant and loans through put, but not guaranteed.
