Abstract

NHS Wales Shared Services Partnership (NWSSP) Procurement Services intends to establish a multi-supplier, unranked Framework Agreement for the supply of unvalved disposable FFP3 respirators for use across NHS Wales organisations and other eligible public sector bodies.

The Framework Agreement will provide access to a range of compliant FFP3 respiratory protective equipment designed to protect wearers against airborne particulate hazards in clinical and non-clinical environments. Products awarded to the Framework Agreement will be required to meet the technical, regulatory and quality requirements specified within the procurement documentation, including applicable standards and legislation relevant to FFP3 respiratory protective equipment.

The Framework Agreement is intended to support participating organisations in meeting their respiratory protection requirements by providing access to a variety of FFP3 respirator designs, sizes and fit profiles to accommodate differing user populations and local fit-testing requirements.

Call-off Contracts may be awarded through either Direct Award or Mini-Competition in accordance with the Framework Agreement. Participating organisations will be able to select the product and supplier that best meet their clinical, operational and commercial requirements, taking into account factors such as fit test suitability, product performance, lead times, availability, shelf life and price.

The Framework Agreement is expected to support the ongoing supply of FFP3 respirators for routine healthcare activities, infection prevention and control measures, and emergency preparedness requirements throughout the duration of the agreement.

Framework operation description

The Framework Agreement will be established as a multi-supplier, unranked framework for the supply of unvalved disposable FFP3 respirators. Participating organisations will have the option to award Call-off Contracts either through Direct Award or by undertaking a Mini-Competition between eligible Framework Suppliers.

Direct Award will be the default call-off mechanism. Participating organisations may select products and suppliers based on the information provided during the framework procurement process, including product specification, fit test performance, clinical suitability, lead times, product availability, shelf life, price and any other requirements relevant to their organisation.

Participating organisations may request additional information from Framework Suppliers, including fit test data and product performance information, to support purchasing decisions.

Where a participating organisation requires further competition, has complex or specialised requirements, seeks additional value-added services, or considers it necessary to achieve best value, it may conduct a Mini-Competition. Mini-Competitions will be undertaken between all Framework Suppliers capable of meeting the requirement and will be awarded in accordance with the award criteria specified within the Mini-Competition documentation.

All Call-off Contracts awarded under the Framework Agreement shall be subject to the terms and conditions of the Framework Agreement and any additional requirements specified within the relevant Call-off documentation.
