Abstract

Gladstone’s Library wishes to appoint a suitably experienced architect–led multi-disciplinary design team with exceptional vision to provide design services for a prestigious new building and also re-develop the existing Grade I listed Victorian building and its landscape. This commission covers work for RIBA Stages 1 – 7, subject to external funding and planning permissions being acquired. It is important to note that at this point in time funding is only in place to cover RIBA Stages 1 – 2. Although the total project budget is yet to be determined as it will be dependent on the final design and funding, the aim is for the budget to be in the region of 4million GBP (including preliminaries, contingency, fit-out, construction costs, consultancy services and professional fees but excluding VAT). We will be applying to the Heritage Lottery Fund for approximately half of the funding with the remainder being sought from other grant funding bodies, charitable trusts, foundations and private donors. The maximum budget for this initial RIBA Stages 1 – 2 commission is 20,000GBP (excluding VAT). Please note that Gladstone’s Library is a charity and receives no regular funding from any source and so value for money at this self-funded stage is critical. The scheme progressing beyond the RIBA Stages 1-2 design and project management opportunity will be dependent on whether the Library secures further funding to deliver the new facility. In addition to design and engineering services, the successful contractor will also be expected to provide procurement consultancy and project management services including: - Assisting the Library in the planning applications and applications in securing funding; - being responsible for conducting the procurement (in observing EU procurement law principles) to appoint a construction contractor and interior fit-out for the Library; - Providing highways consultancy support by liaising with the Local Authority with regards the possible relocation of the vehicular access to the site and or reconfiguration of the current onsite parking arrangements; - Providing Exhibition, Access and Fire Safety Strategy consultancy services in relation to the design and operation of the new facility; and - Construction management support in acting as the main contact with the construction contractor, overseeing their work and monitoring their progress in relation to an agreed works timetable. In addition, at successful key pre approved stages construction work will need to be 'signed off' to allow payment for construction works to date and the draw down of external grant funding. Total quantity or scope

The contract value for the services identified as RIBA Stage 1 – 7 (including any procurement consultancy, projected management and any supporting services provided by the appointed design team) is estimated to be in the range of 350,000GBP to 450,000 GBP. Currently, 20,000GBP has only been approved for RIBA Stages 1-2.

Bidders should seek independent legal and commercial advice in relation to the potential value of the opportunity of the scheme as a whole.

Options

Subject to the terms of the Contract, Gladstone’s Library proposes to enter into the Contract for a potential maximum period of 5 years with the successful Tenderers based on completion of all RIBA stages specified subject to funding and satisfactory performance at each stage.

However, it should be noted that whether the scheme progresses beyond the RIBA Stages 1-2 (e.g. beyond 2016) will be dependent on securing funding.

Conditions Relating to the Contract

III.1.1)

Deposits and guarantees required

No deposits will be required but where applicable the successful tenderer (or in the case of a consortium bid, each member of the consortium) may be required to provide a parent company guarantee or alternatively a performance bond.

Expressions of interest in response to this contract notice may be submitted by a single bidder or a consortium. Parties will be provided with detailed instructions concerning the information they must provide in the Invitation to Tender document which is available from the indicated website. Consideration will only be given to those tenderers who complete and return this by the required date. Clarifications will also be posted on the same website.

Economic operators subject to any of the mandatory exclusions set out in Section 57 of the Public Contracts Regulations 2015 will not be considered for this contract award.

Additional Information

Gladstone's Library is a registered UK charity (No. 701399). In 1989, it became a limited company with the Board of Trustees being appointed as Directors of the Company. It is registered in England and Wales as a Company Limited by Guarantee No. 2363642. Overall responsibility for Gladstone’s Library is vested in this Board of Trustees (at present there are twenty trustees) who appoint a Management Committee which meets regularly with the Warden.

The Library is conducting this procurement following principles in the Open Procedure as described in the Public Contracts Regulations 2015. The Library is not a contracting authority for the purposes of these Regulations and therefore is not regulated in its procurement activities. However, the Library is voluntarily observing these procedural requirements to appoint contractors to deliver the scheme in anticipation of conditions which may attach to any Heritage Lottery Fund grant awards received.

The Library is conducting the Open Procedure but will also be incorporating a tender shortlisting and interview stage as part of its award process. Please see the Invitation to Tender for further details.

The deadline for receipt of clarifications concerning the Invitation to Tender documents is [Friday 19th June 2015]. The Library reserves the right not to respond to clarifications request after this date. Please see the Invitation to Tender documents for further details of raising clarifications.

A site visit and information day will be held on Monday 15th June 2015. It is not a mandatory requirement to attend the site visit and information day, in order to make a compliant submission, however it will give an opportunity to visit the existing building and meet some members of the client team. Any key information divulged during the event will be captured and subsequently shared in writing with all prospective providers as a further clarification notice published on the Gladstone’s Library website.

Tender Submissions are required by 1 x paper copies and 1 x master electronic version supplied on CD in accordance with the requirements set out in the Invitation to Tender documents.

The Library reserves the right not to award the opportunity or to award only part (or a different arrangement) of the opportunity described in this contract notice.
