Abstract

On 1.4.2013, the Birmingham Primary Care Shared Services Agency (BPCSSA) Estates team was split between BCHC and NHS Property Services (NHS-PS). As part of this restructure the physical estate and related services were allocated and transferred between the 2 organisations.

With an in-house Estates Department the Trust has established a better understanding of the rationalised estate portfolio. The Trust intends to continue its strategy of centralisation of Estates services and intends to establish robust, safe, efficient and cost effective contracts in order to support the clinical services provided.

It is recognised that the Trust has a duty of care to keep potentially dangerous areas safe for patients, staff and visitors and this includes protecting them from ice and snow.

Safety Schemes In Procurement (SSIP) activity has increasingly been able to cut pre-qualification costs and bureaucracy in the supply chain. SSIP is a key route to health and safety pre-qualification concentrating on making cross-recognition of member schemes as effective as possible, and on highlighting the resulting savings to the supply chain.

Holding a valid accreditation, throughout this contract period, to a recognised SSIP member scheme will identify that a recognised independent health and Safety assessment of the successful contractor has been undertaken.

Additional Information

The Trust has implemented an e-tendering system which has removed the administrative burdens while submitting bids to the Trust. The system has sped up the contracting process, is more secure and should save time and cost when submitting bids.

Bidders are required to be registered on the Due North procurement system to take part any further in this procurement exercise and to access the Tender Documents and Schedules. Anyone can register and will be notified of any future Trust opportunities. The portal will add you to a pool of suppliers used by several NHS procurement departments throughout the country that use Due North. This gives a registered supplier the chance to bid on other work.

If an appeal regarding the award of the contract has not been successfully resolved the UK Public Contract Regulations 2015 Part 3 — Remedies (chapters 5 and 6) provide for aggravated parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England Wales and Northern Ireland). Any such action must be brought promptly.
