Short description of the contract or purchase(s)
The service provision to recover vehicles and other property, including storage, secondary movements and release. Other property will include but is not limited to large and heavy items of plant, equipment, and machinery. The contractor must be able to provide recoveries by light recovery vehicles (under 3.5 tonnes MAM) and heavy recovery vehicles (over 3.5 tonnes MAM). In addition the contractor must have an ability to provide some lower level traffic management services and to handle minor vehicle fluid spills on the carriageway. The requirement is to provide the service provision is to meet the operational and strategic policing needs of the Police in the area of Basildon, Castle Point, Rochford and Southend-on-Sea. Disposal services may be requested from the appointed contractors of this procurement process to cover the transition period encountered while the organisation tenders for Disposal services separately.

Additional Information
The interim contract is for the services in the area described in Lot 4 as described in contract notice 2014/S 076-131985 published in TED on 17.4.2014. Only irregular or inacceptable tenders were received in the restricted procedure. The authority discontinued the restricted procedure and invited the economic operators, who had expressed an interest in a Lot to competitively negotiate for a contract of that Lot. In the case of Lot 4, when the authority came to award a contract for that Lot, there were no bids for it as the economic operators invited to negotiate for that Lot had withdrawn. As the authority for public safety considerations could not be without vehicle recovery and storage facilities in relation to the areas of Basildon, Castle Point, Rochford and Southend-on-Sea, the authority further negotiated with those 2 economic operators for the provision of these services on an interim basis pending procurement of a contract in accordance with Directive EU 2014/24 (Public Contracts Regulations 2015).

comprehensive manner why the award of the contract without prior publication of
a contract notice in the OJEU is lawful, stating in any case the relevant facts,
and, as appropriate, the conclusions of law in accordance with the articles in
the relevant Directive (500 words maximum):
