South Northamptonshire Council is inviting Tenders for the management and haulage of recyclables from Farthinghoe Recycling and Reuse Centre for a period of 5 years from 1.9.2016 with the option, purely at the discretion of the Authority to extend the contract by up to 5 years.

II.2.4) Description of the procurement
Management and running of the Centre (Inc. Reuse Shop) shall include:
— The day-to-day management and supervision of the Centre.
— Acceptance, handling, segregation and storage of specified recyclables/items.
— The secure storage of reusable furniture and bric-a-brac items on site and resale to members of the public (including the handling of cash or other agreed payment methods) through the onsite Reuse Shop.
— Arranging the transport of the recyclable materials with the Haulage Contractor.
— Providing records and weighbridge tickets for materials deposited and collected (in conjunction with the Haulage Contractor where appropriate).
— Responsibility for paying all utility costs relating to heating, lighting, cleaning, telephones.
— Retention of all income from the reuse shop and sale of recyclates.
— Responsibility for providing and paying for a forklift truck to enable the safe loading and movement of all waste types on site.
— The Council will not charge a rent and will be responsible for all reasonable repairs and redecoration that are required at the site.

II.2.4) Description of the procurement
Haulage of recyclables from the Centre shall include:
— The provision and maintenance of the appropriate number of 20 cubic yard and 40 cubic yard metal skips for the storage and collection of designated materials.
— The emptying of the skips and haulage of the designated materials to the appropriate re-processor.
— Providing weighbridge tickets to the Council or Centre Operator to ensure that proper records are kept and recycling credits can be claimed from the Waste Disposal Authority.
— The Haulage Contractor must be a registered waste carrier and will be responsible for ensuring that all materials being transported from the Centre are covered by a Waste Transfer Note so as to comply with the EPA and related Duty of Care.
— Instructions to empty or move skips will be given by the Centre Operator.
