Abstract

This procurement will be conducted by AGCSU on behalf of NHS England Specialised Commissioning. Any contract arising from this procurement will be between the successful Provider and NHS England (National Health Service Commissioning Board).

The successful Provider will be awarded the contract included within the tender documents.

This procurement relates to the supply of licensed tenofovir disoproxil / emtricitabine combined tablet formulations (the Goods) for the PrEP IMPACT Trial. The Supplier appointed as a result of this procurement will be responsible for the supply and delivery of the Goods in accordance with the Specification and Contract, to Trial Sites recruited in to the trial. The PrEP IMPACT Trial is anticipated to include at least 10 000 participants over 3 years via up to 200 Trial Sites in order to develop a properly evidence-based public health policy for the subsequent use and recommendations for the administration of PrEP. In recognition that the objectives of the PrEP IMPACT Trial include determining the take up and use of Goods by Participants; the Authority reserves the right to amend:

— The number of Trial Sites; and/or

— The number of Participants; and/or

— Other parameters of the PrEP IMPACT Trial; and/or

— The processes to manage the PrEP IMPACT Trial so as to manage the overall costs of the PrEP IMPACT Trial within the allocated budget of 10 000 000 GBP.

The proposed procurement will focus solely on the supply of the Goods to the PrEP IMPACT Trial and will be completely independent of, and have no bearing on, any subsequent procurement for the supply of licensed tenofovir disoproxil / emtricitabine combined tablet formulations to any future commissioned service and treatment of HIV.

The Contracting Authority intends to use the ‘Arden and Greater East Midlands CSU e-Procurement Portal’ in this procurement exercise.
