The contract will be awarded for a 5 year fixed period with the option to extend for 2 optional years of up to 12 month periods. The service is to go live from 1.4.19.The total value of the contract over the 5 years fixed period is circa 11 000 000 GBP.
Bidders are to provide the service in line with the current National Service specification, (NSS) NHS England/D01/S/d Complex Disability Equipment — Prosthetic Specialised Service for People of all Ages with Limb Loss. Bidders are expected to work as part of a Multi-Disciplinary Team providing Prosthetic and Orthotic services by the employment of Prosthetists, Orthotists and technical staff. The service is subject to TUPE.
The contract will need to be delivered within the defined financial envelopes.

II.2.4) Description of the procurement
This tender is undertaken to establish the provision of Prosthetic, Orthotic and Technician services for both upper and lower limbs. It requires the Contractor to assemble, supply, adjust and repair artificial limbs to patients with upper and lower limb deficiencies (acquired and congenital) and a specialist Orthotic service.
NHS England commissions BCHC to provide a Prosthetic and Orthotic service for the population of the West Midlands. As a nationally commissioned service it will accept clinically appropriate patients from areas that are covered by the National Service specification.
The service to be provided is in line with the current National Service specification, (NSS) NHS England/D01/S/d Complex Disability Equipment — Prosthetic Specialised Service for People of all Ages with Limb Loss and any subsequent NSS.
The NSS specifies 3 categories of centre classification, which are:
1) tertiary: this is a centre for all levels of amputation and limb loss (including upper limb, congenital and multiple limb loss) which is able to provide the full range of advice and prosthetic rehabilitation for all levels of upper and lower limb loss including paediatric services;
2) standard: these centres have a smaller MDT and should have close links and access to a tertiary centre. The standard centres will deliver the core services for most patients in the relevant local area with some expected variations dependent on local agreements;
3) satellite: there are 12 of these and each will affiliated to a standard centre and should have access to workshop facilities for minor adjustments and repairs.
The contract also requires the provision of Specialist Orthotics at Birmingham Community Healthcare NHS FT only.
The Trust is also recognised as one of 9 National Centres within NHS England as being a provider of choice for veterans transitioning from the Defence Medicine Rehabilitation Programmes (DMRP).
The service is subject to TUPE and a financial envelope for each year over the course of the fixed contractual period.
