Following the open procedure advertised in OJEU notice 2018/S 050- 110762, only one tender was received which was from Orchard information systems Ltd. which was deemed to be unsuitable relating to a misunderstanding of the required services and the associated risks and costs. The Authority then invoked the negotiated procedure without prior publication in accordance with Article 32 of Directive 2014/24/EU and entered in to discussions with the sole tenderer in order to understand the rationale for their offer and determine the scope for revisions. Following a number of clarifications Orchard information systems amended their tender resulting in an acceptable proposal and a decrease in cost compared to the original tender and this formed the basis for awarding this Contract. The e-procurement portal being used to generate this notice does not allow the selection of any other procedure for the Contract award notice other than the original one used to generate the Contract Notice.
