II.2.4) Description of the procurement
To deliver an effective rail replacement bus service during both planned and unplanned disruptive events affecting the normal operation of Merseyrail timetabled rail services.
The Contract will be for the provision of all of the Merseyrail rail replacement bus services for the following disruptive events:
a. Disruptive events (same day notification)
Disruptive events are where access to the infrastructure becomes restricted on an unplanned basis, normally on the day. The requirements for disruptive events will be the provision of at least 4 (four) vehicles, any further vehicle requirements will then be agreed between Merseyrail and the successful bidder. Merseyrail will therefore require the supplier to hold 4 buses on standby each day of the Contract;
b. Minor planned engineering works
All planned type 1 (one) possession – engineering works up to 60 hours;
c. Major planned engineering works;
These include the following:
Type 2 possession – engineering works between 60 hours and 120 hours.
Type 3 possession – engineering works over 120 hours.
d. Ticket acceptance during disruptive events.
