II.2.4) Description of the procurement
This Framework Agreement (based on JCT Design and Build 2011) is intended to establish a single supplier to support the Trust's future expansion requirements at its 12 established academies (which vary from primary, to secondary, to sixth form schools). The maximum value across the framework is intended to ensure appropriate flexibility and the build size per project is expected to vary from single classroom blocks to whole new school blocks. The new buildings will need to be energy efficient and be delivered within constrained deadlines, with minimal disruption to the relevant school. The Trust is running an accelerated open OJEU procedure under Regulation 27(5) of the Public Contract Regulations, due to the state of urgency connected with the delivery of the first project at one of its sites (construction of a four classroom block).

Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Open procedure
- Accelerated procedure
Justification:
The time-limit laid down in Regulation 27 is impracticable because one of the Trust's school has an urgent need for more classroom space, to be available for the start of the new academic year in September 2018. The school has a confirmed roll for next year which necessitates the increased classroom space, and no alternative means exists for meeting that requirement other than by a concluded framework procurement under a shortened time-limit for receipt of tenders, having regard to the period needed for a contract award and start of construction.
