Arthur J. Gallagher Insurance Brokers has been selected to assist LGSS Insurance in the tender following a break of the existing Long Term Agreement has triggered this tender process,

III.1) Conditions for participation
III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:
Applicants must be FCA registered.
This tender is open only to insurance companies regulated by the Financial Services and Market Act 2000, Insurance Companies Act 1982 and any other statutory modifications thereof.
This competition does not include a requirement for insurance broking services and insurance brokers are not eligible to participate in the tender.
III.1.2) Economic and financial standing
List and brief description of selection criteria:
All bidders should hold a Standard and Poor's (or equivalent rating agency) rating of BBB+ or better.
If you do not hold a financial rating from a rating agency please provide your financial statements for the past 2 years for consideration by LGSS Insurance and their broker on behalf of the authorities to confirm the following:
1) turnover: a minimum turnover of 2x the anticipated minimum contract value;
2) in addition tenderers must have a positive net worth and must be authorised by the FCA to transact general insurance business in the UK. Tenderers transacting business in the UK on a passport recognised by the FCA are also eligible to bid.
If you do not hold a financial rating from a rating agency please provide your financial statements for the past 2 years for consideration by LGSS Insurance and their broker on behalf of the authorities.

Precise information on deadline(s) for review procedures:
The Council will incorporate a minimum 10 calendar days standstill period at the point information on the award of the Contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the Contract is entered into. Such additional information should be requested from (refer to address in Part I.1). If an appeal regarding the award of Contract has not been successfully resolved the Public Contracts Regulations 2015 (Chapter 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a Contract has not been entered into the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. If the Contract has been entered into the Court may order the ineffectiveness of a Contract where serious breach has occurred in addition to any fine, the Court may instead provide for alternative penalties, either contract shortening, fines or both.
