Title
provision of design services for a replacement boater's facility building and information hub

Description of the goods or services required
The Canal & River Trust (‘The Client’) are seeking fixed price fee tenders to provide a full architectural service for the redevelopment of the existing boater’s facility building and historic stone mill house building on the outskirts of Llangollen. The site lies within both the Pontcysyllte Aqueduct and Canal World Heritage Site, and the Clwydian Range and Dee Valley Area of Outstanding Natural Beauty, and is adjacent to the Pontcysyllte Aqueduct and Canal Scheduled Monument. The existing buildings stand at the crest of the high embankment that forms the southern bank of the canal and benefits from attractive semi-rural views along the canal to the east and west, as well as through the trees across the valley to the south.

Total quantity or scope of tender
The purpose of this brief is to enable the appointment of a Registered Architect to act as Design Team Lead and Principal Designer for the project, and to assemble an appropriate design team for the successful execution of the design. The Architect will be required to assemble a multi-disciplinary design team including Civil & Structural Engineer, Geotechnical Engineer, M&E Consultant and any other specialists considered necessary to the successful execution of the project, but excluding Quantity Surveyors, Planning Advisors, and archaeologists, who will be provided, or procured separately, by the client. The selected consultant team will be expected to work with the client to agree the detailed design brief, which will then influence the development of new Canal & River Trust facility. The architects will initially be required to analyse the site and its potential for development; identify opportunities and constraints within the site; prepare preliminary design options for discussion with the Client and selected stakeholders; and work up a preferred option to RIBA Plan of Work Stage 3 to allow the feasibility of development to be assessed, and the necessary consent applications to be made. The consultant will be required to present findings and designs in a feasibility report, advising whether the project should proceed past RIBA Stage 3. The stability of the embankment on which the building is cited will need to be assessed. If the development is considered feasible, once the necessary statutory consents and funding have been obtained, the design team will then be required to produce a technical design, sufficient to obtain Building Regulations approval and to tender the project for construction. Upon successful placing of the construction contract the design team will then be required to work with the client all the way through to RIBA Work Stage 7, and project completion. Provision of Contract Administration services is an optional element of this contract, subject to demonstration of the appropriate level of experience and skills.
