OJEU Notice for MH Acute Care Pathway Community Front Rooms and Recovery Beds
Dorset HealthCare and Dorset CCG are pleased to announce a new opportunity to contribute to the next stage of the development of the new Mental Health Acute Care Pathway (ACP) for people in Dorset who are in mental health crisis.
This tendering opportunity asks potential providers to bid to deliver two elements of the ACP. These are three Community Front Rooms and seven Recovery Beds within the context of the wider network of services described above.
The ACP was a fully coproduced review and redesign of the crisis care pathway. Everything proposed in the ACP was proposed because people who use services told us what they want when they are at crisis point. Every proposal was publically consulted on and approved for implementation by Dorset Clinical Commissioning Group.
The whole ACP network of services includes:
— 16 new acute mental health beds,
— Telephone Connection service which is 24-hour enhanced between 6pm and 2am. The enhanced Connection service will provide access to mental health professionals and mental health peer support workers at times of crisis,
— 2 Retreats one in Bournemouth and one in Dorchester both open 4.30 pm — 12:00 am Monday to Thursday and 6.30pm-2am Friday-Sunday,
— 3 Community Front Rooms (CFRs) that are similar to Retreats but open 3:00 pm — 11:00 pm Thursday-Sunday,
— 7 Recovery Beds, 3 in the west of Dorset and 4 in the conurbation area of Bournemouth, Poole and Christchurch. The beds are to be used as a preventative alternative to hospital admission.
The Retreats and Community Front Rooms are safe places where people can present themselves or be referred at times of crisis. When they arrive they will be able to have space to calm and time with people who can support them such as peer support workers and mental health professionals.
The Community Front Rooms and seven Recovery Beds are being tendered as one lot and to be delivered within the price stated below:

The hope is that through this tendering opportunity a provider will emerge that can creatively use the financial package to deliver the CFRs and the Recovery Beds.
The CFRs are to be locally developed in three areas of west Dorsetand North of Dorset. The areas are Wareham, Bridport and Shaftesbury/Gillingham. They are to be developed locally with local neighbourhoods and local mental health organisations.
Partnership bids will be welcomed and organisations will be expected to have and demonstrate an ethos of coproduction and of valuing lived experience in their service design and delivery. In the bid it is expected that the proposal will include some mental health professional input and peer support and these elements are anticipated to be integral to the proposal.
Providers will also be expected to demonstrate how they will deliver the services including implementation. The proposal will need to include your organisation’s approach to sourcing the appropriate properties for the Recovery Bed accommodation and possibly the sites for the CFRs but this is more likely to be a shared venture between the awarded provider, Dorset HealthCare and Dorset CCG to ensure the right sites.
Dorset HealthCare and Dorset CCG are open to innovative and creative ways of delivering the Recovery Beds and CFRs and are willing to look at bids that add value through creative business approaches that seek to maximise growth and increase social capacity as part of the offer of providing the Recovery Beds and CFRs.
