Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The work is highly specialised, and Forest Research are the only supplier who can provide the service as a complete package. To break this into small component parts would require additional NRW resources to manage the process, the cost would be greater including staff management time and there is a higher chance of reduced quality. Breaking this work may result in some important components not being delivered such as technical advice. It is imperative that the supplier is highly skilled in order to manage existing diseases and most importantly prevent new disease from establishing. As a single package, Forest Research are the only supplier with the ability to carry out large scale lab analysis, process the results, carry out fieldwork and provide world leading advice. The work detailed here is very niche, for example, there are only two laboratories in the UK (FR and FERA) that can analyse samples on a commercial scale. NRW do not have any tree health experts, and we rely on the knowledge of Forest Research who have some of the foremost experts in tree health in the world.
