Abstract

The airport recognises the need to engage with ’regional’ second-tier service providers who have the capability to meet the needs of the airport through partnering arrangements, and other mechanisms, with other providers who can provide complementary services. The airport intends to put in place a framework with a small number of providers who can demonstrate a flexible response, agile decision making, an ability to deliver a range of multi-disciplinary services as detailed below and a value for money, pragmatic approach to support the delivery of smaller projects with a fee value in the region of 100 000 GBP.

It is expected that providers will have the capability to deliver the full range of disciplines as detailed below and it is permissible for organisations to use supply chain arrangements, form consortia, joint ventures or other forms of partnership so as to cover the range of disciplines required.

The range of disciplines to be procured under this Framework are as follows:

— project management,

— cost management,

— mechanical and electrical consultancy,

— sustainability consultancy,

— architectural design services,

— civils design services,

— business improvement services,

— business support,

— programme management,

— health and safety/CDM,

— environmental services,

— risk management,

— site supervision – clerk of works, etc.

— BIM,

— structural investigation,

— site investigation,

— topographical and land surveying,

— geotechnical (surveying and reporting),

— ground investigation,

— asbestos consultancy.

The airport will procure the framework via the NEC4 framework contract and individual appointments will be made on an NEC4 professional services short form contract.
