This DPS will provide building trades contractors that will support sanctuary’s new build programme where we aspire to build 30 000 new houses, predominantly acting as subcontractors, and also directly appointed to undertake works on existing assets in terms of reinvestment and programmed upgrade works.

The general requirement is the establishment of a Dynamic Purchasing System (DPS) for building trades contractors. This DPS will provide building trades contractors that will support Sanctuary’s new build programme where we aspire to build 30 000 new houses, predominantly acting as subcontractors, and also directly appointed to undertake works on existing assets in terms of reinvestment and programmed upgrade works. Works will take place at sanctuary's main areas of operation, namely England and Scotland.
Suppliers will apply to join a Dynamic Purchasing System. Applicants must commence with expressing an interest in Pro-Contract at www.santuary-tenders.co.uk, and then applying via Constructionline at http://constructionline.co.uk/products-services/dps-forsuppliers/
Sanctuary/.
Constructionline will assess whether suppliers meet the selection requirements and whether there is any reason why sanctuary would not be able to enter a contract with them. Upon acceptance, a contract (as provided in the tender pack for information) will be issued that will formalise that supplier’s place on the DPS. Once we have received the signed DPS contract suppliers will be eligible to tender for call-off contracts to provide services at our development sites.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
The total value of the DPS is in excess of 4 000 000 GBP, however this will comprise a significant number of call-offs over the duration of the framework. It is not known at the point of placing the Contract Notice the value and regions where the call-offs will be required.

A summary of the expected community benefits has been provided as follows:
Each individual call-off will be assessed to establish the extent to which community benefits can be delivered. Due to the number of trades and regions we envisage that community benefits will not be possible on all call-offs but where this is deemed possible Sanctuary will engage with suppliers at the point of call-off.
