II.2.4) Description of the procurement
Merseyrail Electrics 2002 Ltd (Merseyrail) are looking to put in place a contract with a supplier to provide waste management services local to the Merseyside region in and around the Merseyrail Network suppliers must be able to provide:
— regular, general waste collection and disposal,
— regular mixed recyclables collection from all Merseyrail sites (see section 6 and Annex A) and onward appropriate recycling,
— provision of refuse containers/bags,
— removal of fly tipped waste,
— removal of electrical and electronic equipment (WEEE) waste,
— additional collections to be provided during busy periods,
— removal of hazardous waste from Merseyrail's leased areas. e.g. paints, aerosols, batteries, lamps, fridges and whitegoods.
Merseyrail currently have general waste collected from site which is then sorted, segregated and either recycled or sent as ‘waste to energy’ as a waste recycling facility. Ltd Merseyrail sites have separate cardboard recycling. Merseyrail have a goal to achieve zero waste to landfill as well as moving waste up the waste management hierarchy. Merseyrail aspire to increase the proportion of waste that is recycled (as opposed to waste to energy). Proposals should be provided to achieve these goals.
