Suppliers will be called upon to provide services to manage and deliver development projects. Services include writing proposals, planning consents, construction design, contractor procurement, management, RIBA stages 1-7, maintenance, marketing and disposal. Appointed consultants may provide full turnkey solutions, or there may be requirements for specific services such as architecture consultancy, project management, procurement etc. on an as needed basis.
The types of projects covered by this framework could include: residential development, public buildings including libraries, institutional premises including universities and colleges, commercial projects, entertainment complexes, industrial and mixed use developments, retail, leisure, educational development, NHS buildings and car parks; and associated infrastructure.

II.2.4) Description of the procurement
This Gloucester City Council framework is being set up to cover the requirement for consultancy and professional services to manage and deliver a potentially wide range of construction, renovation and development projects. The types of projects are listed in the description above.
The contract is not divided into lots, although Suppliers of different specialisms and disciplines are invited to apply. There is a process of further competition on the framework, which will allow Suppliers of different specialisms and regions to bid for appropriate projects as they arise. Suppliers that can provide full turnkey solutions, including design, management and delivery of development projects, are invited to apply. However, individual services may also be drawn down by Contracting Authorities on an as need basis. The aim is to engage with the wider market of individual specialisms and SME sized suppliers, to find the most appropriate and cost effective solutions for each project. Full details of how the framework will operate are included in the tender documents.
The framework may be used by other eligible Contracting Authorities throughout the UK, a list of which is included as part of the tender documents. It is not mandatory for suppliers to cover this whole region and there different processes for award detailed in the Framework Agreement. The list includes central government departments and their arm's length bodies and agencies, non-departmental public bodies, NHS bodies, local authorities, registered providers, health, police, fire and rescue, education, charities and devolved administrations.
