Description of options:
The contract is let initially to be delivered for NHS-funded care in England, Wales, Scotland and Northern Ireland for a period of 3 years, at a maximum total budget of up to 2 388 765 GBP excluding VAT and bids exceeding this limit will be rejected. In addition, the States of Jersey and Guernsey, and the Isle of Man, may join the programme at a later date although this is yet to be confirmed. The additional contract value that would be offered to support the participation of the States of Jersey and Guernsey, and the Isle of Man would be 3 080 GBP per annum pro rata excl. VAT. If the States of Jersey and Guernsey, and the Isle of Man joined early in the first year and the whole contract was then extended to the 5 years' total duration, subject to topic prioritisation by the funders, the availability of funding and an assessment by HQIP on the quality of the delivery of the programme, the maximum contract value would be 3 996 000 GBP excl. VAT. The contract is anticipated to start on 1.4.2020.

The future aspirational intention of this opportunity is to potentially include:

Extending service coverage to include additional countries and/or devolved nations if they were to buy into the programme and their data needed to be included in the work to be carried out. For the avoidance of doubt, the term devolved nation refers to any body which has had powers relating to health services devolved to it by the Parliament of the United Kingdom, including but not limited to Scotland, Wales, Northern Ireland, Jersey, Guernsey and the Isle of Man.
Extending service coverage to include non-NHS funded car.e
Additional, associated or enhanced delivery of any aspect of the Medical and Surgical Clinical Outcome Review Programme.
Other quality improvement initiatives either related to or linked with the project.
Please note, there is no commitment by the Authority at this stage to include any of these. Taking this aspirational intent into account as well as the possibility that a contract extension may be offered for an additional 2 years, the potential ceiling value is 7 000 000 GBP excluding VAT.
NB: Bidders should submit their schedule of offer based on ‘core’ delivery for the initial 3 years only. The maximum budget ‘core’ value is 2 388 765 GBP excluding VAT. This excludes the aspirational intent elements listed above.
