Abstract

The Welsh Ambulance Services NHS Trust (WAST) implemented an innovative Clinical Response Model (CRM) in October 2015. Following these changes WAST has consistently achieved a pan-Wales level of Red (immediately life threatening) performance higher than the Welsh Government target of 65% of Red incidents responded to in 8 minutes; however Amber (serious, but not immediately life threatening) performance has worsened over the last few years. In November 2018, the Emergency Ambulance Services Committee (EASC) published its Amber Review . The Amber Review identified that the CRM was “valid” and “safe”, but that “a number of patients are waiting too long to receive a response” with the overriding factor in improving performance being “availability of ambulance resource” and not categorisation. EASC and WAST now intend to procure a Demand and Capacity Review to re-examine the levels of demand and the overall capacity required to meet this demand. CPV: 72221000, 72221000.
