Thames Water is the UK’s largest water and wastewater services provider supplying over 14 000 000 customers, operating in the London and Thames Valley areas. Thames Water has adopted a new ‘integrated’ approach to sourcing its final effluent monitoring analytical instruments by incorporating supply and maintenance. It is our intention to award a Framework Agreement to successful suppliers who are capable of fulfilling our requirements for both supply and maintenance.
The scope of this Framework Agreement will comprise of two lots covering the entire Thames Water region(s).
Lot one will be for the supply of final effluent monitoring analytical instruments and spares. The scope of this lot will cover the purchase and supply (and/or lease) of analytical instruments and spare parts (for but not limited to the following: ammonium, turbidity, temperature, pH and dissolved oxygen (Lot 1a: Mandatory Parameters), ammonia, phosphorous (total and soluble), metals (iron and aluminium), nitrates, chemical oxygen demand, biological oxygen demand and conductivity (Lot 1b: Optional parameters required on a site-by-site basis), product selection, manufacture, at-works test, provision of drawings, supply, packing, delivery, on-site testing, commissioning, provision of associated documentation and necessary certification and warranties and operator/maintenance training of all applications.
Lot 2 will cover the maintenance of final effluent monitoring analytical instrumentation assets across the Thames Water estate and will focus on implementing an effective planned preventive maintenance programme for both newly installed and legacy instruments. Including but not limited to, root-cause failure investigation, repair, overhaul and servicing services to ensure measurement accuracy, reliability and availability of data to Thames Water.
This new Framework Agreement would supersede the existing Agreements. Thames Water reserves the right to combine lots into single contracts depending on the responses received to the OJEU notice. Thames Water also reserves the right to make no award as a result of this procurement process, or may award in part or in whole. Preference will be given to applicants who can provide products /services for multiple lots.
Any agreement awarded would be for an initial duration of 3 years with options to extend annually up to a maximum length of 8 years. This would be subject to satisfactory reviews on price and supplier performance.
