The procurement falls outside the scope of application of the Directive
Explanation
Dehns were the approved supplier for providing Intellectual property rights services to Ulster University for many years. Given the lengthy process involved in obtaining patent protection, Dehns are still managing a number of historical patent cases for the University.
It is not advisable to transfer these cases to a new provider given the detailed and complex nature of the work, and so their services are required to be retained in respect of those cases that they are currently managing.
