II.2.4) Description of the procurement
Jisc has entered into a 3-year contract with sage publications to provide specific journals to it's member institutions. Specifically access to the sage premier collection which comprises over 1 000 journals. Access will include 1999 to current volume while a subscription is maintained. Sage publications publishes 909 journals in the social sciences, humanities and life sciences — 828 on a subscription basis and 81 fully open access. Over 300 are published on behalf of 250 learned societies and institutions.

Explanation
Sage premier is a unique collection of online Journals published by Sage Publications Ltd, which is original content. Jisc is clear that the arrangement falls within the artistic derogation, contained within Regulation 32(2) (b) (iii) of the Public Contracts Regulations 2015, permitting Jisc to enter into the direct award.
