Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
The unforeseen Covid-19 pandemic resulted in Her Majesty Government (HMG) issuing guidance on Monday 16th March that people should work from home wherever possible. The unforeseen Covid-19 pandemic also resulted in a significant extreme day on day rise in UK Citizen demand on DWP Services.
It was therefore necessary to urgently procure a solution for users to securely and reliably access DWP systems because it was essential that increased numbers of DWP users were able to work remotely and within sustained dynamic operating models in order to support the delivery of critical key front line public services to UK citizens.
Alternative options such as restricted and negotiated procedures, even with an accelerated procedure, were unsuitable as they would not meet the urgency to provide a reliable solution that was deemed immediate and imperative.
The ability to rapidly procure the identified solution via Regulation 32 (2) (c) met the emergency requirement for DWP to deliver reliable and secure access to DWP systems necessary to maintain the delivery of critical key front line public services to UK citizens.
